New TODO list for y2038 patches

Description

I will not be physically present during connect, but plan to work on this in preparation for the upcoming Outreachy internship round. The goal is to do a complete list of required patches for device drivers with y2038 patches, by inspecting code and categorizing drivers. I'm starting out with a git tree that has patches that were already submitted, and are in a state where all important drivers have some form of conversion applied, so I can build a defconfig kernel on i386 and ARM, with the definition of 'time_t' removed in order to provoke build errors on all broken drivers.
